Why has the UN ignored its own report about the massacres of Hutu refugees in DRC ?

The UN has ignored its own reports, NGOs and media reports about the massacres of hundreds of thousands of Hutu in DRC Congo (estimated to be more than 400,000) by Kagame when he attacked Hutu refugee camps in Eastern DRC in 1996. This barbaric killings and human rights violations were perpetrated by Kagame’s RPF with the approval of UK and USA and with sympathetic understanding and knowledge of UNHCR and international NGOs which were operating in the refugees camps. According to the UN, NGO and media reports between 1993 and 2003 women and girls were raped. Men slaughtered. Refugees killed with machetes and sticks. The attacks of refugees also prevented humanitarian organisations to help many other refugees and were forced to die from cholera and other diseases. Other refugees who tried to return to Rwanda where killed on their way by RFI and did not reach their homes. No media, no UNHCR, no NGO were there to witness these massacres. When Kagame plans to kill, he makes sure no NGO and no media are prevent. Kagame always kills at night.

With her decision to withdraw from consideration as secretary of state, Susan Rice—and her greatest champion, President Obama—is finally bowing to the inevitable. Her supporters concocted any number of reasons to promote her ascension to the top floor of Foggy Bottom. She was, they said, being demonized by the right. She was being subjected to racism. She was just trying to please her superiors. And so on.

Don't believe a word of it. The real problem is not that she bungled Libya. It's that she should never have been ambassador to the United Nations in the first place—let alone become secretary of state.
Until recently, Rice was smoothly on track to become the Edmund Hillary of foreign-policy strivers. But unlike the legendary climber, she only glimpsed but never quite reached the summit. Her entire career has been based less on solid accomplishment than on her networking skills. In that regard, she exquisitely represents her generation, which largely consists of unwise men and women.
Even a cursory look at Rice's résumé should induce some queasiness. Essentially, she was molded in Washington, D.C. She punched all the right tickets—National Cathedral School, Stanford, Rhodes scholarship, Brookings Institution. She is a perfect creature of the Beltway. But the downside is that there is scant evidence that she ever flourished outside the cozy ecosystem of the foreign-policy establishment.
 
It has not always been thus. Henry Kissinger produced serious books about international affairs. Further back, Dean Acheson was a successful lawyer. James Baker was both a shrewd lawyer and political operative whose wheeler-dealer skills translated well into dealing with foreign allies and adversaries. Now it's not necessary to be all of these things at once. No one would claim that Hillary Clinton is a Kissingerian-style intellectual. But Clinton's stature and political prowess allowed her to crack heads during the recent Gaza crisis.
 
What would Rice have brought to the State Department? The most she seems to have accomplished outside the foreign-policy world is to serve a stint as a management consultant at McKinsey & Co. Otherwise, she has produced no memorable books or articles or even op-ed essays. The most interesting thing about Rice has been the kerfuffle over her move to become secretary of state.
Perhaps it should not be altogether surprising that her record in Africa seems to have been one of catering to some of the most loathsome dictators in the region.
Throughout, her most distinguishing trait seems to be an eagerness to please her superiors, which is entirely consistent with how she rode the escalator to success. Want to avoid declaring that genocide is taking place in Rwanda? Go to Rice. Want to fudge the facts in Libya? Rice is there again. Obama had it right when he observed that she "had nothing to do with Benghazi and was simply making a presentation based on intelligence that she had received." But why, as Maureen Dowd asked, didn't she question it? The answer is simple: because she rarely, if ever, questions authority. Instead she has made a career out of catering to it.
 
Perhaps, then, it should not be altogether surprising that her record in Africa seems to have been one of catering to some of the most loathsome dictators in the region. She fell over herself to praise the late Ethiopian dictator Meles Zenawi in September. In a keen analysis in the National Journal, Michael Hirsh noted that she has come under severe fire from human-rights activists for her insouciance about Africa and that, "recently, during a meeting at the U.N. mission of France, after the French ambassador told Rice that the U.N. needed to do more to intervene in the Democratic Republic of the Congo, Rice was said to have replied: 'It's the eastern DRC. If it's not M23, it's going to be some other group,'" according to an account given by a human-rights worker who spoke with several people in the room. (Rice's spokesman said he was familiar with the meeting, but did not know if she made the comment.)
Once again, this may not have been her personal predilection, but Rice was only too happy to try and bury foreign-policy problems rather than confront them.
Now that Rice has fallen short, she may be succeeded at the U.N. by her former antagonist Samantha Power, who originally reported that Rice had worked to whitewash events in Rwanda. Unlike Rice, Power has traveled extensively in dangerous regions, combining the professions of journalist and activist. She resembles a modern Rebecca West. Whether the acidulous Power can ultimately muster the diplomatic skills to surpass Rice will be one of the tantalizing mysteries of Obama's second term. For now, it appears that Obama will select either John Kerry or Chuck Hagel to run the State Department. It will allow Rice to try and once more burnish her résumé. But the amazing thing isn't that she failed to become secretary of state. It's that Rice rose as high as she did.

Des congressmen américains ont interpellé dernièrement l'administration Obama au sujet de sa mauvaise gestion du dossier Congo. De l'avis de ces élus du peuple américain, les Etats-Unis ne prennent pas suffisamment à coeur le drame congolais. Dans une lettre adressée directement au président américain, ils s'inquiètent de l'indifférence des Etats-Unis face à une situation sécuritaire et humanitaire qui va de mal en pis.
Ils lui ont rappelé que la République Démocratique du Congo est ravagée, depuis plusieurs décennies, par des conflits armés à répétition. Les derniers feuilletons guerriers en date, indiquent-ils, ont pour acteurs principaux les rebelles du CNDP (Congrès National pour la Défense du Peuple), mouvement politico-militaire qui vient de se muer, sans transition, en M23 (Mouvement du 23 mars 2009).

Les correspondants du locataire de la Maison Blanche se sont demandés jusques à quand l'administration Obama va laisser pourrir la situation avant de mettre définitivement un terme aux massacres, viols, vols, recrutements forcés d'enfants-soldats, pillages des ressources naturelles, violations massives des droits de l'homme en République Démocratique du Congo. A leur avis, les USA ont les moyens de ramener la paix dans ce grand pays de l'Afrique centrale, de faire respecter sa souveraineté et son intégrité territoriale. Ils pensent que leur pays détient également entre ses mains des cartes décisives pour faire pression sur le Rwanda, afin de l'amener à cesser son soutien logistique, politique, financier et militaire aux forces négatives présentes en territoire congolais, dont le M23. De leur point de vue, les sanctions prises par Washington contre le pays de Kagame, notamment l'annulation de l'aide militaire, ne sont pas suffisantes, car l'aide au développement destinée au régime de Kigali n'a pas été coupée. En une décennie, cela représente environ un milliard de dollars américains.

S'agissant de la mauvaise perception du drame congolais aux «States», les congressmen ont particulièrement déploré l'influence négative de Susan Rice, l'ambassadeur américain aux Nations Unies, auprès du président Barack Obama et de la Secrétaire d'Etat Hillary Clinton. Dans le souci de faire bouger les choses, ils ont suggéré la nomination d'un émissaire spécial des USA et d'un émissaire spécial de l'ONU pour l'Afrique Centrale, dont la mission consisterait à recueillir le maximum d'informations sur ce qui se passe réellement dans cette partie de l'Afrique et de proposer des solutions pour le retour de la stabilité et d'une paix durable.
Interpellé par la montée de critiques, le président américain a accepté de répondre mardi aux congressmen par la voix de Johnnie Carson, Secrétaire d'Etat Adjoint aux Affaires Africaines. Venu visiblement calmer le jeu, il a tenu à rassurer les pourfendeurs de l'administration Obama au sujet de l'intérêt que les USA attache à la résolution, de la crise congolaise. Selon Johnnie Carson, qui revient d'une tournée d'information dans la région des Grands Lacs (RDC, Rwanda, Ouganda), les USA travaillent en étroite collaboration avec les Nations Unies, l'Union Européenne, l'Union Africaine et les organisations sous-régionales africaines en vue de désamorcer la crise qui secoue le Congo démocratique.
Il a toutefois fait remarquer que la situation sécuritaire de la RDC est tellement volatile qu'elle requiert une solution globale. « Nous travaillons à faire progresser davantage la paix et la stabilité », a-t-il relevé. Pour montrer les efforts déployés par les Usa dans la résolution de la crise congolaise, qui est aussi celle des Grands Lacs, Johnnie Carson a rappelé les voyages et missions de la Secrétaire d'Etat Hillary Clinton en Afrique, Europe et dans le reste du monde.

Quant à l'accusation selon laquelle Washington continuerait de ménager le régime de Kigali en matière de sanctions, il a confirmé le gel effectif de l'aide militaire estimée à 200.000 dollars us ces six derniers mois. Pour ce qui est de l'aide au développement, Carson a loué la bonne gouvernance constatée chez les autorités rwandaises. Jusque là, a-t-il soutenu, les Usa n'ont pas la preuve que l'aide au développement fournie au Rwanda est utilisée dans des activités de déstabilisation de la RDC. « Le Rwanda a un niveau élevé de crédibilité dans la manière dont il utilise ses ressources », a-t-il plaidé. Bref, selon Johnnie Carson, l'administration Obama suit de très prés l'évolution de la situation au Congo et ne ménage aucun effort pour une meilleure approche du dossier.

Kagame’s guerrilla war was aimed at accessing to power at any cost. He rejected all attempts and advice that could stop his military adventures including the cease-fire, political negotiations and cohabitation, and UN peacekeeping interventions. Either you supported Kagame’ s wars and you are now his friend, or you were against his wars and you are his enemy. Therefore, Kagame as the Rwandan strong man now, you have to apologise to him for having been against his war and condemned his war crimes, or accept to be labelled as having been involved in the genocide. All key Kagame’s fighters who committed war crimes and crimes against humanity are the ones who hold key positions in Rwandan army and government for the last 15 years. They continue to be supported and advised by the British including Tony Blair, Andrew Mitchell MP, and the British army senior officials.

Genocide propaganda and fabrications are used by the so-called British scholars, news reporters and investigative journalists to promote their CVs and to get income out of the genocide through the selling of their books, providing testimonies against the French, access to consultancy contracts from the UN and Kagame, and participation in conferences and lectures in Rwanda, UK and internationally about genocide. Genocide propaganda has become a lucrative business for Kagame and the British. Anyone who condemned or did not support Kagame’s war is now in jail in Rwanda under the gacaca courts system suuported by British tax payer's money, or his/she is on arrest warrant if he/she managed to flee the Kagame’s regime. Others have fled the country and are still fleeing now. Many others Rwandans are being persecuted in their own country. Kagame is waiting indefinitely for the apologies from other players who warn him or who wanted to help to ensure that political negotiations take place between Kagame and the former government he was fighting against. Britain continues to supply foreign aid to Kagame and his cronies with media reports highlighting economic successes of Rwanda. Such reports are flawed and are aimed at misleading the British public to justify the use of British taxpayers’ money. Kagame and his cronies continue to milk British taxpayers’ money under the British budget support. This started from 1986 through the British budget support to Uganda until now.

No apologies yet to the Rwandan people. The assassination of President Juvenal Habyarimana by Kagame was the only gateway for Kagame to access power in Rwanda. The British media, politicians, and the so-called British scholars took the role of obstructing the search for the truth and justice; and of denying this assassination on behalf of General Kagame. General Paul Kagame has been obliging the whole world to apologise for his mistakes and war crimes. -The British relentless and long running battle to become the sole player and gain new grounds of influence in the francophone African Great Lakes Region has led to the expulsion of other traditional players from the region, or strained diplomatic relations between the countries of the region and their traditional friends. These new tensions are even encouraged by the British using a variety of political and economic manoeuvres.

-General Kagame has been echoing the British advice that Rwanda does not need any loan or aid from Rwandan traditional development partners, meaning that British aid is enough to solve all Rwandan problems.

-The British obsession for the English Language expansion has become a tyranny that has led to genocide, war crimes and crimes against humanity, dictatorial regimes, human rights violations, mass killings, destruction of families, communities and cultures, permanent refugees and displaced persons in the African Great Lakes region.


- Rwanda, a country that is run by a corrupt clique of minority-tutsi is governed with institutional discrmination, human rights violations, dictatorship, authoritarianism and autocracy, as everybody would expect.
