Kiambu MCA wants to tame picked leaders

A Kiambu MCA will today petition the Senate and National Assembly to
amend the County Governments Act to bar nominated members from voting.
This comes after a section of Kiambu nominated MCAs walked out of the
House last Wednesday with placards reading 'NO TRIP TO RWANDA NO
BURSARY BILL' during debate on the Education Bursary Fund Bill.
The MCAs had been stopped from travelling to Rwanda. "I have spoken to
elected members in Nairobi, Embu, Vihiga, Siaya Nyeri, Machakos and
they are in agreement with me that the nominated members should be
denied voting rights within the House as the elected members hold the
mandate to vote for the people who voted them in," said Karungo wa
thangwa (Ngewa).
He said he will seek to have Section 19 of the Act, which states that
the quorum of a county assembly is one third of all the members,
amended to read one third of all elected members.
Thangwa said Section 20, which states that any question proposed for
decision by the county assembly shall be determined by a majority of
the members present and voting, should be amended to read only elected
members.
"In Kiambu we have 27 nominated members and 60 elected members. The
nominated only need three elected members to form the one-third
threshold of any debate in the House, which can be fatal as it means
they can easily pass laws that will not be favourable to residents
people since they were not elected as was the case of the
controversial Finance Bill," he said at Kanjai Catholic Church in
Ngewa on Sunday.
Thangwa said he does not support their removal, as their position is
provided for in the constitution but they should not elect or remove
the speaker or vote for matters affecting the wards directly and only
be allowed to debate and discuss motions.
"Every elected member of the county assembly is loyal to the person
who elected them but the nominated are not answerable to the people
but to the party," he said.
