Bwana Olivier Nduhungirehe,
Oh! Que non! L'article
le dit clairement: "Rwanda may not have an outright anti-gay law, but
this does not mean local homosexuals and lesbians live open happy
lives."
Bon week-end,
Sibomana Jean Bosco.

Sibomana,
This article of "The East African" is entitled "Rwanda's gays allege
silent discrimination". But when you take it, post it on this forum
after transforming its title into "Rwanda: "Members of Parliament Want
Homosexuality Criminalised!"", you are misleading members of this
forum.
You are misleading not much because you are using a title different
than the original one, but you are misleading because your title
doesn't reflect the content
of the article. When you say that "Members of Parliament Want
Homosexuality Criminalised!", you clearly give the impression that the
Rwandan parliament is, now in 2014, considering the criminalization of
homosexuality.
But the article merely states the following: "A few years ago, there
were media reports that Members of Parliament wanted homosexuality
criminalised on grounds that the country has a family law that states
that; "A person may only get married to another of the opposite sex.""
You would have noted that this paragraph just recalls what happened in
the past. This is why the sentence starts by the words "A few years
ago", and uses the verb "want", conjugated in the past, not in the
present.
I hope that, for the future, you will refrain from using this kind of
misleading titles on this forum.
Best regards,
Olivier NDUHUNGIREHE
