Rwanda and Tanzania are initiating single custom union
By Felix UWITONZE, Radio-Tv10
Though Rwanda and Tanzania are in preparations to initiate single
customs union in the central corridor, Rwandan trans-border traders
still face challenges of insecurity of their property and hardships in
starting commercial businesses in Tanzania. This has come as countries
in the East African Region are carrying out pilots of customs union
with a goal to have a single customs territory in July for all the 5
states in the East African Region.
Single customs territory is a program planned to be operational in 5
East African Countries to facilitate the reduction of cost in doing
business and minimization of internal border controls. In 2013, single
customs union was established in countries in the northern corridor,
Kenya, Uganda and Rwanda.
Trans-border traders claim it was hard making customs declarations
since it could take 15 to 20 days but now it takes about 6 days. On
1st July is when all East African countries will roll-out on Single
customs territory. As for Rwanda and Tanzania, which connect at the
central corridor will be able to trade easily through Rusumo Border.
However some Rwandan trans-border traders who still find some
challenges related to insecurity and hardships in starting companies
in Tanzania. Besides these challenges, the commissioner for customs
services, Raphael TUGIRUMUREMYI, is also skeptical of the road
security of products passing through Tanzania. This comes as an
additional challenge to the sharing of information using internet
between Rwanda and Tanzania.
Raphael TUGIRUMUREMYI however gives hope to restore parity as talks
and advocacies are around the corner with responsible organs. "We have
talks with responsible organs in Tanzania. There is a team that has
gone to Tanzania to see how we can curb out these challenges related
to networks, scales and also operations. All that has to be looked at,
discussed and also find solutions for".
Apart from Trans-border trade in the central corridor where Rwanda and
Tanzania connect, customs union in this corridor will have a positive
result on the prices on the market since the payment on customs will
reduce due to introduction of Technology.
