East African leaders demand Uganda withdrawal from South Sudan

East African leaders have demanded an immediate withdrawal of foreign
troops in South Sudan including those from Uganda.
The leaders under the auspices of the regional body IGAD made the
demand after an extra-ordinary summit on Thursday in Addis Ababa on
South Sudan.
Ugandan leader Yoweri Museveni and his South Sudan counterpart Salva
Kiir attended the summit.
According to a statement released after the summit, the leaders
applauded Uganda for "securing vital installations in South Sudan" but
urged "parties to ensure the progressive withdrawal of all armed
groups and all allied forces invited by either side from the theatre
of operations as per the COH Agreement".
Ugandan officials had earlier said their special forces were in South
Sudan to help evacuate their nationals.
But Museveni later confirmed that his troops had been fighting
alongside South Sudanese government forces against rebels.
Numerous calls from the international community for Uganda to withdraw
its troops had fallen on deaf ears.
Uganda argued its troops will stay in the troubled country until an
African emergency force was put in place.
IGAD has since authorised the prompt deployment of a protection and
deterrent force (PDF) from the region with a clear mandate and
operational guidelines as part of the IGAD Monitoring and Verification
Mechanism in South Sudan.
Ethiopia, Kenya, Burundi Rwanda and Djibouti have all agreed to deploy
troops in South Sudan by mid-April to help enforce a ceasefire deal
between government and rebel forces.
The deployment will begin after approval from the African Union and
the UN Security Council.
