The EastAfrican recently reported that asylum seekers ejected by
Israel were being sent to Uganda, thanks to a secret deal between
Israel and the government of Uganda.
Fellow Ugandans, this is recklessness and lack of patriotism by the
NRM government.
Uganda is already facing an acute land shortage especially in Bugisu
and Kigezi regions. In part, this is brought about by the high
population growth rate and the government's lax immigration policy,
especially with the arrival of new Rwandese refugees.
Fellow Ugandans, is the NRM government patriotic?

Police should treat all crimes seriously.
It is at least one year since journalist Thomas Pere was murdered in
cold blood and his body dumped in Masajja along Entebbe road. No
suspect has ever been arrested. Many other cases of crime have not
been thoroughly investigated.
To my surprise, when a police officer in Kajjansi was shot dead by
mobile money thieves at Gaz fuel station, it took less than a week to
arrest more than five people involved in that robbery.
I wonder, are some criminals smarter, so that it can take years to arrest them?
Since the police is mandated to, among other things, keep law and
order, it's my sincere request that all cases of crime should be
properly investigated. But if some cases are neglected, why should the
police be surprised when the public takes the law into their hands?
Many Ugandans are victims of land grabbing, defilement, rape,
harassment, etc. But when they report to police, sometimes masterminds
minders collude with corrupt and irresponsible police officers to have
their way out.
For example, the brutal murder of a businessman named Wamala has been
muzzled, with some high-profile officers appearing to have an interest
in the investigations. A suspect who accepted involvement in the
murder was strangled in a police cell in Muyenga and a driver left
scot-free. How can citizens trust this police force?

Was Kayihura serious?
On March 12, I read a newspaper article by Inspector General of Police
Kale Kayihura, titled "Police not targeting anyone".
The IGP was reacting to press reports that youths loyal to Prime
Minister Amama Mbabazi were arrested for mobilising against the NRM
MPs' resolution in Kyankwanzi, where they endorsed President Museveni
as the party's 2016 candidate.
The IGP wants the citizens to believe that the arrest of the youths
was not because they are loyal to Mbabazi, but because they were
bribing people to secure signatures for their cause.
If the arrests were truly carried out over bribery allegations like
the IGP has put it, why didn't the police deal, for instance, with
individuals who allegedly bribed the MPs to remove the presidential
term limits from the Constitution?
The police and other security organs sometimes behave like they are
being paid by an individual in the NRM. I do not think being a leader
of an institution permits one to try to fool the population.

Government should fund pre-primary learning
I am concerned that as a country, Uganda does not take early childhood
development (ECD) or learning seriously, yet ECD is critical in
determining one's cognitive capabilities in later years. Nearly 80 per
cent of children who should be in pre-school learning, for instance,
are staying at home. Moreover, 80 per cent of ECD centres are found in
the central region.
The National Council for Children (NCC), therefore, has the following
suggestions to promote ECD:
The ministry of Education and Sports should establish ECD centres
annexed to primary schools. The ministry should lobby government to
take up pre-primary classes as components of UPE, by supporting
care-givers who work with such centres.
Government should establish a separate budget line for pre-primary to
adequately cover ECD- related activities. At present virtually all
primary education takes up all the funding.
Districts should be encouraged to pass bylaws that require all
children who are still at home to be taken to ECD centres if they are
of age.

Why rationalise homosexuality?
I have heard many people argue that homosexuality must be permitted
because it is practised by "consenting adults", and this brings forth
two questions:
First, there are many vices that the world condemns and criminalises,
even though they are carried out by consenting adults. Prostitution,
polygamy and drug abuse spring to mind. What makes homosexuality
different from these?
Secondly, there are studies suggesting that some people are born with
a proclivity to steal (kleptomania) or uncontrollable sexual libido.
Should we, therefore, allow thieves and rapists to argue that they
suffer from a natural condition and, therefore, that theft and rape
should be de-criminalised?
