Why has the UN ignored its own report about the massacres of Hutu refugees in DRC ?

The UN has ignored its own reports, NGOs and media reports about the massacres of hundreds of thousands of Hutu in DRC Congo (estimated to be more than 400,000) by Kagame when he attacked Hutu refugee camps in Eastern DRC in 1996. This barbaric killings and human rights violations were perpetrated by Kagame’s RPF with the approval of UK and USA and with sympathetic understanding and knowledge of UNHCR and international NGOs which were operating in the refugees camps. According to the UN, NGO and media reports between 1993 and 2003 women and girls were raped. Men slaughtered. Refugees killed with machetes and sticks. The attacks of refugees also prevented humanitarian organisations to help many other refugees and were forced to die from cholera and other diseases. Other refugees who tried to return to Rwanda where killed on their way by RFI and did not reach their homes. No media, no UNHCR, no NGO were there to witness these massacres. When Kagame plans to kill, he makes sure no NGO and no media are prevent. Kagame always kills at night.

« …Depuis lundi 18 juin, la page est officiellement tournée. Il restera aux historiens et aux juristes de revisiter ces juridictions sui generis et d'en tirer ce qu'il faut retenir d'une expérience décennale à nulle autre pareille. Dans l'entre-temps, il n'est pas sans intérêt de se pencher sur le Rwanda que les "gaçaça" laissent derrière eux.

Dans le camp des laudateurs: "Circulez, il n'y a rien à voir !"

Avant Guantanamo et ses ersatz de tribunaux voulus par G.W. Bush, rarement une trouvaille juridique avait déchainé autant de passions. De fait, depuis les débuts des "gaçaça" en 2001, il y a toujours eu deux camps.

Pour ce premier groupe, ces juridictions auraient permis à la fois de rendre la justice, de soulager autant les victimes encore en vie que les familles des disparus, et surtout de poser les jalons de la réconciliation inter-rwandaise. Si certains parmi les louangeurs du "modèle néo-rwandais" s'expriment par conviction, d'autres ont été nourris à la propagande d'un gouvernement très soucieux de l'image qu'il s'est patiemment fabriquée : celle d'un pouvoir rassembleur qui a "tué" la question ethnique (ce qui est faux, comme je le démontrerai plus loin) et opéré, fait rarissime en Afrique, des miracles économiques en un battement de cils (ce qu'il serait malhonnête de lui dénier).

Beaucoup de médias occidentaux relaient cette success story du "nouveau Rwanda", sans faire la part de la propagande et de la manipulation, deux travers pourtant faciles à débusquer pour quiconque s'intéresse un tant soi peu à la question rwandaise. Ils partagent en cela la frilosité de leurs gouvernements respectifs, particulièrement attentifs à ne pas irriter un Kagame extrêmement allergique à toute critique émanant de "ceux qui n'ont rien fait en 1994, lorsque les hutu tentaient d'exterminer les tutsi". La France en sait quelque chose, elle que Kigali considère toujours comme la cinquième colonne des "forces négatives" qui avaient commis l'irréparable.

Dans les médias de l'ancienne puissance coloniale belge, cette complaisance a les traits de la journaliste du Soir Colette Braeckman, grande thuriféraire de Kagame. Sur son blog fermé aux commentaires, madame n'hésite pas à élever les "gaçaça" au diapason de la Commission Vérité et Réconciliation qui contribua à pacifier l'Afrique du Sud post-apartheid. "Une contribution exceptionnelle de l'Afrique à la résolution des conflits et à la refondation d'une identité nationale", plaide-t-elle. Ca m'a fait penser à Franz-Olivier Giesbert assurant le service après-vente d'une prestation télévisée de l'ancien candidat Sarkozy.

Dans le camp des sceptiques: "De quoi la justice du plus fort est-elle le nom?"

Il y a un autre groupe, celui dont je me réclame. Pour que cela soit bien clair, je précise que je suis de ceux qui croient que l'on devrait pouvoir critiquer l'action politique de monsieur Kagame, sans avoir à s'interroger si on ne sera pas le prochain Pierre Péan, à devoir abandonner sa routine pour courir les prétoires et renvoyer à la face des chercheurs des négationnistes à tout-va, leur tartufferie. Je vais donc parler de mes doutes.

Prenez une juridiction dont la compétence matérielle couvre l'un des crimes les plus graves qui puisse exister ; donnez à ses juges le pouvoir de condamner à des peines parfois très lourdes, sur la foi soit des aveux, soit des témoignages pouvant émaner aussi bien de vraies victimes que d'individus mus par la soif de se venger de leurs semblables. Vous avez là les ingrédients pour un cocktail peu ordinaire. Mais vous n'y êtes pas encore : ajoutez à ce méli-mélo des juges dépourvus de la moindre formation juridique, eux-mêmes rescapés du génocide dont les prévenus doivent répondre. Vous approchez l'indicible. Mais la coupe n'est pas encore pleine : ajoutez le fait que les plus de 12.000 tribunaux dont il s'agit opèrent, chrono à la main, sous l'étroite surveillance d'un État policier. Vous n'allez probablement pas envier les plus d'un million de Rwandais condamnés par les inyangamuyago, les juges « gaçaça ». Il y a cependant plus alarmant : tous ces gens appartiennent à un seul groupe ethnique. Ils sont tous hutu. Pour sûr que par l'opération du Saint-Esprit, cette justice-là va générer la réconciliation entre Rwandais de tous bords, aussi facilement que le pouvoir a gommé l'ethnie de la carte d'identité.

En excluant les crimes du Front Patriotique Rwandais (Ndlr : FPR, ex-rébellion tutsi dont la victoire militaire avait permis la fin des massacres en 1994) de leurs juridictions, le gouvernement a limité la possibilité des tribunaux "gaçaça" à favoriser une réconciliation durable au Rwanda", pouvait-on lire dans son rapport publié le 31 mai 2011. Une critique en écho à celle que des voix désespérément isolées n'ont eu de cesse de lancer pour fustiger le fait que la justice rendue par le TPIR souffre, elle aussi, de la même tare. Sous l'égide de l'ONU dont les textes ad hoc prévoyaient pourtant autre chose, n'ont été jugés à Arusha que des hutu. Honni soit qui mal y pense, car tenez-le pour dit, comment peut-on prétendre être sensible à l'hécatombe dirigée en 1994 contre les tutsi et en même temps réclamer que de potentiels criminels tutsi puissent être traduits devant les tribunaux ?

Voilà donc comment le piège s'est refermé sur le Rwanda, avec la complicité de la communauté internationale, très occupée à faire oublier ses propres turpitudes du temps où des hordes d'extrémistes hutu massacraient des centaines de milliers de tutsi et de hutu dits modérés. Du temps où, servie par son ascendant militaire dans les derniers mois du conflit, l'ancienne rébellion tutsi du FPR commettait elle aussi des crimes. Crimes dont ses anciens commandants et actuels maîtres de Kigali, ne se souviennent plus. Mais il y a beaucoup de choses survenues dans cette région du monde dont personne ne veut se souvenir.

Qui veut se souvenir que parmi les alibis invoqués par le Président rwandais pour justifier l'envoi, en violation du droit international et des chartes respectives de l'ONU et de l'UA, de ses soldats en territoire congolais voisin, figure sa volonté de manifester sa "solidarité" (entendez ethnique) à l'égard des tutsi Congolais qui seraient "en danger" permanent au Kivu ?

Il n'est pas nécessaire d'être un nostalgique de "Radio Mille Collines" de triste mémoire pour douter de "la réconciliation en cours" au Rwanda. Il suffit d'avoir l'obsession de la justice. »

The principal key root causes that lead to the Rwandan genocide of 1994 that affected all Rwandan ethnic groups were:

1)The majority Hutu community’s fear of the return of the discriminatory monarchy system that was practiced by the minority Tutsi community against the enslaved majority Hutu community for about 500 years

Kagame killed 200,000 Hutus from all regions of the country, the elderly and children who were left by their relatives, the disabled were burned alive. Other thousands of people were killed in several camps of displaced persons including Kibeho camp. All these war crimes remain unpunished.The British news reporters were accompanying Kagame’s fighters on day-by-day basis and witnessed these massacres, but they never reported on this.

Kagame’s guerrilla war was aimed at accessing to power at any cost. He rejected all attempts and advice that could stop his military adventures including the cease-fire, political negotiations and cohabitation, and UN peacekeeping interventions. He ignored all warnings that could have helped him to manage the war without tragic consequences. Either you supported Kagame’ s wars and you are now his friend, or you were against his wars and you are his enemy. Therefore, Kagame as the Rwandan strong man now, you have to apologise to him for having been against his war and condemned his war crimes, or accept to be labelled as having been involved in the genocide. All key Kagame’s fighters who committed war crimes and crimes against humanity are the ones who hold key positions in Rwandan army and government for the last 15 years. They continue to be supported and advised by the British including Tony Blair, Andrew Mitchell MP, and the British army senior officials.

Genocide propaganda and fabrications are used by the so-called British scholars, news reporters and investigative journalists to promote their CVs and to get income out of the genocide through the selling of their books, providing testimonies against the French, access to consultancy contracts from the UN and Kagame, and participation in conferences and lectures in Rwanda, UK and internationally about genocide. Genocide propaganda has become a lucrative business for Kagame and the British. Anyone who condemned or did not support Kagame’s war is now in jail in Rwanda under the gacaca courts system suuported by British tax payer's money, or his/she is on arrest warrant if he/she managed to flee the Kagame’s regime. Others have fled the country and are still fleeing now. Many others Rwandans are being persecuted in their own country. Kagame is waiting indefinitely for the apologies from other players who warn him or who wanted to help to ensure that political negotiations take place between Kagame and the former government he was fighting against. Britain continues to supply foreign aid to Kagame and his cronies with media reports highlighting economic successes of Rwanda. Such reports are flawed and are aimed at misleading the British public to justify the use of British taxpayers’ money. Kagame and his cronies continue to milk British taxpayers’ money under the British budget support. This started from 1986 through the British budget support to Uganda until now.

No apologies yet to the Rwandan people. The assassination of President Juvenal Habyarimana by Kagame was the only gateway for Kagame to access power in Rwanda. The British media, politicians, and the so-called British scholars took the role of obstructing the search for the truth and justice; and of denying this assassination on behalf of General Kagame. General Paul Kagame has been obliging the whole world to apologise for his mistakes and war crimes. -The British relentless and long running battle to become the sole player and gain new grounds of influence in the francophone African Great Lakes Region has led to the expulsion of other traditional players from the region, or strained diplomatic relations between the countries of the region and their traditional friends. These new tensions are even encouraged by the British using a variety of political and economic manoeuvres.

-General Kagame has been echoing the British advice that Rwanda does not need any loan or aid from Rwandan traditional development partners, meaning that British aid is enough to solve all Rwandan problems.

-The British obsession for the English Language expansion has become a tyranny that has led to genocide, war crimes and crimes against humanity, dictatorial regimes, human rights violations, mass killings, destruction of families, communities and cultures, permanent refugees and displaced persons in the African Great Lakes region.


- Rwanda, a country that is run by a corrupt clique of minority-tutsi is governed with institutional discrmination, human rights violations, dictatorship, authoritarianism and autocracy, as everybody would expect.
