Why Louise Mushikiwabo cannot do anything about human rights abuses, killings and disappearances and dictatorship in Rwanda?

Mushikiwabo was appointed by Macron, the dupe, Jeune Afrique and Kagame to ease tensions between Rwanda and France.  These tensions are still alive. They will even be stronger when Mushikiwabo leaves her  current job.

Mushikwabo cannot do anything about the killings in Rwanda. She is incompetent. She said that without Kagame, she would not  have been what she is now.  Mushikwabo has never  applied for a job, passed an interview, written  her own  CV. She has been always appointed by someone from Kaberuka to Macron, the dupe.

Rwanda: Kagame plays franco-anglo balancing act

At the UK-Africa Investment Summit, Rwanda's president announced his plans to exempt from visa requirements foreign nationals from member states of the Commonwealth of Nations, the Organisation Internationale de la Francophonie (OIF) and the African Union.

The move allows him to play the African integration card while also keeping British and French powers finely balanced.
